Heard the parties.

This case relates to grant of compassionate appointment.

The father of this petitioner was working as a ‘Sweeper’ in Department of Drinking Water and Sanitation, Government of Jharkhand. Admittedly, he died on 12.11.1989. An application was filed by the mother on 28.09.1991 stating that the petitioner is minor and when he will attain majority, he may be provided an appointment. Be noted that the petitioner was 15 years of age then. As per the pleadings of the petitioner, thereafter, several applications were filed but nothing has been done and ultimately the claim of compassionate appointment of the petitioner was rejected on 27.05.2000 on the ground of being time barred.

Be that as it may, the very basic purpose of granting compassionate appointment is to give relief to the family member of the deceased employee from the sudden financial crisis which strikes them on the death of the bread winner. Due to efflux of time, the compassion diminishes. After long lapse of time, the

purpose of grant of compassionate appointment does not remain.

In this case, admittedly the death had taken place on
12.11.1989. Today we are in September, 2025. 36 years have been lapsed. After 36 years of death of an employee, compassionate appointment cannot and should not be granted. During this entire period of 36 years, financial crisis has been tide over. Hence no relief can be grated to this petitioner,

Thus, this writ petition is dismissed.
