The learned counsel for the petitioner submitted that the petitioner had applied for house site in the Tamil Nadu Housing Board, Trichy and thereafter, he was allotted a house site vide letter dated 28.08.1996 under Ariyalur SMT Valajanagaram Housing Scheme, measuring an extent of 228.25 sq.mt and Subsequently, upon execution of the absolute Sale Deed by the 1st respondent in favour of the petitioner on 23.06.2020, the petitioner’s name was mutated in the revenue records, specifically in the joint Patta for S.F. No. 18/1. In order to obtain separate patta for the said land, the petitioner submitted an online application, dated 10.07.2020, to the 3rd respondent for subdivision patta transfer. However, the petitioner’s application was rejected by the revenue authorities on the ground that the subject plot stands classified as "Government Poramboke" in the Revenue Updating Registry (UDR) and computerized land database (Tamil Nilam), thereby precluding any online update or mutation. Aggrieved by the non-issuance of the individual Patta, the petitioner has moved this Court by way of the present Writ Petition https://www.mhc.tn.gov.in/judis WP No. 48065 of 2025 __________ Page3 of 5 3. Learned Government Counsel appearing for the respondents submitted that the 1st respondent has already initiated proceedings with the 2nd respondent to reclassify and mutate the subject "Government Poramboke" lands in favour of the Tamil Nadu Housing Board. It is further submitted that the said mutation and reclassification proceedings are actively pending before the competent revenue authorities for formal approval. The learned Government Counsel assured that upon receipt of the necessary administrative approval from the competent authority, an individual Patta would be duly issued to the petitioner. 4. In view of the rival submissions advanced by the learned counsel on either side, this Court observes that the lands falling under the aforementioned survey number originally vested with the Government as public Poramboke land, and appropriate statutory measures have already been set in motion by the respondents to mutate the revenue classification in the name of the Housing Board. Once the requisite administrative approval is accorded to transfer and register the land in the name of the Housing Board, the impediment to the issuance of an individual Patta in favour of the petitioner will stand removed. 5. Accordingly, upon the grant of the aforesaid administrative approval and reclassification of the land, the respondents are directed to consider the https://www.mhc.tn.gov.in/judis WP No. 48065 of 2025 __________ Page4 of 5 online application preferred by the petitioner on merits and pass appropriate orders for the issuance of an individual Patta, as expeditiously as possible. 6. This Writ Petition stands disposed of with the above observations. No costs.
