Rajeetchandra, learned counsel for the petitioner and Mr. Niranjan Sanasam, learned Government Advocate for the State respondents appearing through video conferencing. [2] The petitioner, who is a Special Contractor, had executed work vide work order dated 03-12-1999 issued by the Executive Engineer, Chandel Division, PWD, Manipur for construction of pavement on Khunutabi Machi Road for the portion 2 km – 20 kms (SH. Providing shingling and WBM from 3 to 15.50 kms and RCC culverts 750 mm dia 4 nos.). It is stated that the estimated cost is Rs. 25,21,760/-. After the execution of the work, the undisputed bill amount of Rs. 1,00,000/- is due to be paid. [3] The petitioner submitted a representation dated 20-03-2024 to the Commissioner (Works), Government of Manipur, the Chief Engineer (Works), Government of Manipur and the Executive Engineer, Chandel Division, PWD, Manipur and the representation is still pending with the authority. WP(C) No. 166 of 2025 [4] Mr. S. Rajeetchandra, learned counsel for the petitioner, submits that the writ petition may be disposed of by directing the respondent No. 4, i.e. the Executive Engineer, Chandel Division, PWD, Government of Manipur, Chandel, Manipur to dispose of the representation dated 20-03-2024 within a stipulated time. [5] Mr. Niranjan Sanasam, learned Government Advocate for the State respondents, has no objection. [6] Recording the submissions made at the Bar, the writ petition is disposed of by directing respondent No. 4, i.e. the Executive Engineer, Chandel Division, PWD, Government of Manipur, Chandel, Manipur to dispose of the representation dated 20-03-2024 by a speaking order within a period of three months from the date of receipt of a copy of this order. [7] It is made clear that this Court does not express any opinion on the merit of the case. [8] Furnish a copy of this order to the learned counsel appearing for the parties.
