Having regard to these facts, this Court deems it appropriate to dispose of this Writ Petition, at the admission stage, without going into merit. directing the District Collector, Y.S.R District (Respondent No.2) to consider and dispose of the Application of the Writ Petitioner by passing a Speaking
Order in accordance with law within a period of 14 weeks from today and communicate copy of such Order to the V^rit Petitioner forthwith. In view of
3 long pendency of the Application of the Writ Petitioner before the Respondent No.2, it is indicated that any further delay in passing the Final Order would be viewed seriously by this Court. Needless to state that the Respondent No.2 is statutorily obligated to adhere to the Principles of Natural Justice by issuing Advance Notices to all the interested parties including the Writ Petitioner and consider their submissions/objections, if any, before passing the Final Order.
