Notice, which has been issued by the official respondents to private respondent herein, itself shows that the land is pathai poramboke. It appears that private respondent offered to lay thaar road on pre-existing pathai poramboke. In the absence of there being any document placed before us to show that the land in dispute is a part of water canal and is being used for cattle fields, no directions can be issued in the garb of public interest litigation. 4. Petition is dismissed. There shall be no order as to costs.
