They have filed Exts.P1 and P1(a) applications before the 2nd respondent under Rule 26A of the Kerala Headload Workers Rules, 1981, for registration as Headload workers. The grievance of the petitioners is that Exts.P1 and P1(a) are not so far considered by the 2nd respondent. 2.
