JUSTICE ANU SIVARAMAN) This Writ Petition is filed seeking the following reliefs: a) Issue a writ of mandamus or any other appropriate writ, order, or direction, directing Respondent No. 1 to forthwith issue the President's Scout/Guide/Rover/Ranger Certificate to the Petitioner, in recognition of her successful completion of the examination conducted on 06.08.2022, as evidenced by Annexure-B and Annexure-C, to enable her to avail the benefit of the 'Scouts and Guides' quota under Rule 9(1)(B) of the CET-2006 Admission Rules. b) Issue a writ of certiorari or any other appropriate writ, order, or direction, quashing the verification slip dated 18.07.2025 (Annexure - W) issued by Respondent No. 5, which arbitrarily rejected the Petitioner's eligibility for the 'Scouts and Guides' quota, as the rejection is contrary to the evidence of her eligibility - 4 - HC-KAR NC: 2025:KHC:28575-DB WP No. 21949 of 2025 (Annexure B, S) and the CET - 2006 Admission Rules. c) Issue a writ of mandamus or any other appropriate writ, order, or direction, directing Respondent No. 5 to provisionally consider the Petitioner as an eligible candidate under the 'Scouts and Guides quota for the allotment of a medical seat in the first round of online counselling concluding on 22.07.2025, based on her successful completion of the examination for the President's Certificate (Annexure B, C) and the certification provided by Respondent No. 2 (Annexure - S). d) Issue a writ of mandamus or any other appropriate writ, order, or direction, directing Respondent No. 5 to adhere to the NEET-UG Schedule 2025 (Annexure AA) issued by the Medical Counselling Committee, which specifies the first round of state counselling from 30.07.2025 to 06.08.2025, and to provide adequate notice to all candidates, including the Petitioner, to ensure a fair opportunity to comply with eligibility requirements. e) Grant such other and further relief(s) as this Hon'ble Court may deem fit and proper in - 5 - HC-KAR NC: 2025:KHC:28575-DB WP No. 21949 of 2025 the facts and circumstances of the case, including the costs of this petition, in the interest of justice and equity.” 2. Heard the learned counsel for the petitioner, learned counsel for respondent Nos. 1 and 2 and the learned Standing Counsel for 5th respondent. 3. It is submitted by the learned counsel for the petitioner that the certificate has now been issued by respondent Nos. 1 and 2. However, it is submitted that the last date for uploading application and for option entry is over. 4. In view of the submissions made on behalf of the petitioner and the facts and circumstances of the instant case where the petitioner is now in possession of the original President’s certificate, we are of the opinion that the case of the petitioner requires consideration. 5. In view of the above, there will be a direction to the 5th respondent to accept the application submitted by the petitioner and to grant her the benefit of the quota set - 6 - HC-KAR NC: 2025:KHC:28575-DB WP No. 21949 of 2025 apart for President’s Guides taking note of the original certificate to be produced by the petitioner at the time of counselling.
