The petitioner through instant petition under Articles 226/227 of the Constitution of India is seeking direction to respondents to forthwith enforce Compulsory Biological Age Verification Test i.e. Radiological TW3 Method, Dental OPG and Physical Examinations by notified medical panels comprising Radiologist, Dentist, Physicians for all participating athletes in 69th National School Games U-17 Boys Football prior to departure from respective source locations with mandatory video-graphed documentation and compulsory cross check verification on arrival at venue i.e. Panipat (Haryana).

The petitioner claims that National Code Against Age Fraud in Sports (for short ‘NCAAFS’) was notified on 19.03.2010. Education Department, Chandigarh framed Policy vide order dated 03.03.2016 whereby instructions were issued for National School Games. Authority of India vide circular dated 30.03.2015 asked strict enforcement of NCAAFS. The original schedule for 69th National School Games was from 15.12.2025 to 19.12.2025. The games were rescheduled from 12.01.2026 to
16.01.2026. The petitioner claims that he has sent multiple representations seeking implementation of aforesaid tests.

On 09.01.2026, this Court passed the following order:
“Mr. Ishan Kheterpal, counsel for the petitioner seeks and is granted permission to withdraw Vakalatnama given to him as well as to Mr. Arshdeep Singh Cheema, Advocate.
Permission is granted.
At the outset, a preliminary objection has been raised by counsel for respondent No.7 stating that petitioner has approached this Court by concealing material facts inasmuch as he has not disclosed the details of all the previous writ petitions filed by him. He requests for a short accommodation to file an affidavit bringing on record the details of earlier litigation.
List on 16.01.2026.”

Respondent No.7 has placed on record its affidavit. As per affidavit, petitioner has filed multiple petitions and has concealed material
facts. He filed CWP No.26785 of 2023 before this Court concealing material
facts which was allowed vide order dated 19.11.2024. The respondent filed review petition which was allowed and main petition was ordered to be reheard.

On being asked, learned counsel for respondent No.7 submits that 69th National School Games U-17 Boys Football competition has already concluded.

The petitioner who is present in-person submits that Authorities are duty bound to conduct biological age verification tests. The respondents MOHIT KUMAR 2026.04.06 18:09 I attest to the accuracy and integrity of this order/judgment.

are intentionally delaying the matter. They are not conducting requisite tests. These tests are mandatory still respondents are not complying.

Heard the arguments and perused the record.

From the perusal of record especially prayer made in the petition, it is evident that petitioner is praying that there should be biological age test of players participating in 69th National School Games U-17 Boys Football. The said competition has already concluded. The prayer made in the petition is general in nature. It now remains to be public interest litigation.

In the backdrop, the petition stands disposed of.
