ORAL ORDER
1. Sri.K.Rajashekar, learned counsel is directed to accept notice for respondent No.1 and Ms.M.R.Sinchana, learned counsel is directed to accept notice for respondents No.2 and 3. 2. The petitioner is before this Court seeking for the following reliefs; a. "Issue a Writ, Directions or Orders to Quash the Impugned endorsements No. Gopya- 1(RTI)2781/2024-25/PSC dated 23/12/2024 issued by the 3rd Respondent, produced at ANNEXURE-B.
b. further, pleased to quash the impugned order No.E(2)2486/2024-25/PSC, Bengaluru on 3/2/2025 passed by the 2nd Respondent by confirming the impugned order passed by the 3rd Respondent, produced at ANNEXURE-D.
c. further pleased to quash the impugned order passed on 03/04/2025 in Case No.KΙΑ/3849/APL/2025, by 1st Respondent, by

confirming the impugned orders passed by the Respondent No.3 and 2, produced at ANNEXURE-F.
d. further pleased to grant such other relief as deemed fit under the facts and circumstances of the case, in the interest of justice and equity."

Petitioner who claimed to a Right to Information Activist and President of the Mysore District Right to Information and Human Rights Protection Association had made an application for furnishing of the answer script of one of the candidates who had appeared for the examination conducted by the Excise Department. 4. The contention of the petitioner is that the said person has been appointed and as such, the answer scripts were sought for. The said application has been rejected by the Public Information Officer, First Appellate Authority as also the Karnataka Information Commission. It is in that background, that the petitioner is before this Court seeking for the aforesaid relief. 5. What has been sought for by the petitioner is essentially an answer script of a person who had

appeared in the exam and not that of the petitioner himself in any way. The petitioner had not appeared for the exam but only claims to be a Right to Information Activist. The petitioner cannot be said to be aggrieved by the said person, having succeeded in the examination. Merely being a Right to Information Activist would not give the petitioner the right to seek for answer scripts of a person who had appeared for the exam conducted by the KPSC. 6.
