JUSTICE AHANTHEM BIMOL SINGH 06.02.2026 [1] Heard Mr. B. Prem Sharma, learned counsel appearing for the petitioner and Mr. S. Vijayanand Sharma, learned Sr. PCCG appearing for the respondents. [2] At the outset, the learned counsel appearing for the petitioner submitted that the present writ petition may be disposed of by directing the Director, Regional Institute of Medical Science (RIMS) to consider the representation dated 16.09.2017 submitted by the petitioner in on its merit and strictly in terms of the applicable rules/guidelines and to disposed of the same by issuing a speaking order within a stipulated period. [3] Mr. S. Vijayanand, learned Sr. PCCG appearing for the respondents fairly submitted that as the prayer made on behalf of Lucy Gurum ayum Digitally signed by Lucy Gurumayum Date: 2026.02.09 15:18:49 +05'30' Page 2 the petitioner is confine to the consideration and disposal of the representation submitted by the petitioner, he has no objection in disposing of the present writ petition as prayed for on behalf of the petitioner. [4] Considering the submission made by the learned counsel appearing for the parties, this Court is of the considered view that it will be in the interest of justice to issue the following directions; (i) The Director, RIMS is hereby directed to consider the representation dated 16.09.2017 submitted by the petitioner on its own merit and strictly in terms of applicable rules/guidelines and to dispose of the same by issuing a speaking order. (ii) The whole process should be completed within a period of two months from the date of receipt of certified copy of this order. (iii) The Director, RIMS is also directed to furnish a copy of the order passed by him in Page 3 connection with the said representation to the petitioner as early as possible. (iv) It is made cleared that the aforesaid direction has been issued without considering the merit of the present writ petition. [5] With the aforesaid directions, the present writ petition is disposed of. JUDGE Lucy
