JUDGMENT
The petitioner voluntarily retired from the Central Industrial Security Force, an Indian central armed police force under the Ministry of Home Affairs, on 31.07.1996. The petitioner, during his service, suffered the punishment of withholding one increment for a period of one year without cumulative effect vide order dated 20.10.1995. The said penalty imposed by the Disciplinary Authority was reduced by the Appellate Authority with the withholding of the next one increment for a period of three months.

Learned Counsel for the petitioner submits that the increment should have been restored to the petitioner after three months but was not restored.
3. The petitioner filed this writ petition after a delay of 29 long years. This Court cannot entertain such a belated petition, that too for a money claim.

4. Therefore, this Court finds no substance in the writ petition, which is hereby dismissed on the grounds of gross delay and latches.
