ORDER:
This Writ Petition is filed under Article 226 of the Constitution of India seeking the following relief:
“…..pleased to issue a writ, order or direction more particularly one in the nature of writ of Mandamus to declare the action of the respondent No.1 & 2 in changing the location of village secretariat from Boyala Uppuluru village to Yerragudi village in Kolimigundla Mandal, Kurnool District without recording the reasons and without considering the objections of the public as arbitrary, illegal and consequently set aside the impugned memo No.PRR01-PROPMIS/412/2019, dated 18.12.2019 issued by the 1st respondent and consequential proceedings No.751/CPR and RD/S/2019, dated 30.12.2019 issued by the 2nd respondent and further direct the respondents to retain the village secretariat in Boyala Uppuluru Village, Kolimigundla Mandal, Kurnool District in the interest of justice…..”
2. Heard the learned counsel for the petitioner and the learned Government Pleader for Panchayat Raj. 3. Learned counsel for the petitioner submits that the petitioner is a permanent resident of Boyala Uppuluru Village, Kolimigundla Mandal, Kurnool District. It is further submitted that Boyala Uppuluru Village had been identified for the establishment of a Village Secretariat pursuant to

G.O.Ms.No.110, Panchayat Raj and Rural Development Department, dated 19.07.2019. However, respondent Nos.1 and 2 are now taking steps to shift the proposed Village Secretariat from Boyala Uppuluru Village to Yerragudi Village, Kolimigundla Mandal. The said proposal to shift the Village Secretariat is contrary to the terms G.O.Ms.No.110, dated 19.07.2019 and such relocation is impermissible under law. Hence, the Writ Petition. 4. On the other hand, the learned Government Pleader appearing for the respondents has furnished a copy of written instructions issued by the 4th respondent vide Rc.No.AO/23/2025, dated 03.09.2025, wherein, the relevant portion is usefully extracted hereunder:
“It is humbly submitted that the petitioner has filed WPs for changing of Grama Sachivalayam from B.Uppaluru to Yerragudi Village of Kolimigundla Mandal and construction of Grama Sachivalayam Building In Yerragudi Village of Kilimigundla Mandal. But, as per the report of the Panchayat Secretary, B.Uppaluru of Kolimigundla Mandal, it is humbly submitted that Grama Sachivalayam in Yerragudi Village has been constructed upto 80%. But Sachivalayam not shifted to Yerragudi Village and existing Sachivalayam is working in B.Uppalur Village in old GP Building.”

Considering the submissions of the learned counsel for the petitioner, the learned Government Pleader for Panchayat Raj and on perusal of the written instructions dated 03.09.2025, it is made clear that the Village

Secretariat is still operating/functioning at Boyala Uppuluru Village and not at Yerragudi Village as apprehended by the petitioner. 6. In view of the same, no further orders are necessary in the Writ Petition and accordingly, the same is disposed of. There shall be no
order as to costs.
Consequently, Miscellaneous Petitions, if any, pending in the Writ Petition shall stand closed.
