Learned counsel for the State, also representing respondent No.4, does not dispute that no notification has been issued by the State of Haryana in terms of Clause 2(iv) of the impugned notification (Annexure P-5) for applying the said Transfer Policy to the employees of the Haryana State Agricultural Marketing Board (employer of the petitioners).
