Mr. Om Prakash Singh, learned advocate appears on behalf of petitioner and submits, his client made representation dated 6th June, 2025 to respondent no.2 (the District Magistrate). He wanted confirmation from official records that he had been incarcerated in period of emergency between years 1975 and 1977. He seeks direction for consideration of his representation and action taken. Mr. Krishna Mohan Mishra, learned advocate, Additional Chief Standing Counsel appears on behalf of State and draws attention to communication dated 26th February, 2024 enclosing decision taken on the representation. It was said, there is no record available showing incarceration of petitioner in the period. We find petitioner has disclosed prior communication dated 7th May, 2023, which indicates there was exercise undertaken to examine the records and therein also was said that nothing was available. On query Mr. Singh submits, there was scheme floated by State in year 1992, to recognize those who had been incarcerated as political prisoners in the emergency. On further query he submits, petitioner does not have formal education and was unaware of the scheme till before he made the representation. It appears, concerned authorities have already examined available records. In view of the inordinate delay, we are not inclined to make any direction. The writ petition is disposed of.
