By means of present writ petition, petitioner has sought a mandamus directing the respondents to produce the progress report of First Information Report No.78 of 2025 dated 18.03.2025, under Sections 420, 465, 468 & 471 IPC, registered with Police Station Bhagwanpur, District Haridwar. 2. Learned State Counsel raised a preliminary objection in the matter that the petitioner is neither the informant nor the affected person of the incident alleged in the First Information Report No.78 of 2025 dated 18.03.2025, under Sections 420, 465, 468 & 471 IPC, registered with Police Station Bhagwanpur, District Haridwar. 3. Learned counsel for the petitioner vehemently argued that the first information report was lodged on the complaint of the petitioner-Dilshad, therefore, he is the 1 2025:UHC:4156 person who can maintain the writ petition before this Court. 4. Having heard learned counsel for the parties, this Court is of the view that since the petitioner is simply a whistle-blower of the first information report, therefore, he got no right to maintain the present writ petition before this Court.
