JUSTICE A.GUNESHWAR SHARMA 26.2.2025 Heard Mr.Ajoy Pebam, learned counsel for the petitioner and Mr.Vijayanand Sharma, learned Sr.PCCG for the respondents. The petitioner is appointed as Service Provider on outsourcing basis for the National Sports University, Imphal vide letter dated 16.2.2018 issued by the Deputy Secretary to the Government of India, Member Secretary, National Sports University Society. This is done in terms of the earlier agreement dated 17.4.2017 executed between the Sports Authority of India, North East Regional Centre Takyel, Imphal and the petitioner herein. As per clause 17 of the Agreement, petitioner has to submit bills for security/employees by 2nd every month for the preceding month and authority have to issue payee cheque in favour of the petitioner herein. Till now the respondents have appointed 63 personnel through the petitioner. However, the respondents started giving salary to the outsourcing staff directly from December, 2024 instead of depositing in the account of the petitioner. In this regard, petitioner has submitted representation dated 31.1.2025 with the Registrar, National Sports University, Khuman Lampak, Imphal for releasing the salary and other bills to the account of the petitioner directly. It is submitted that the writ petition may be disposed by directing the respondent No.3 to dispose of the representation dated 31.1.2025 by a speaking order, within a stipulated period in terms of the agreement dated 17.4.2017. Mr.Vijayanand Sharma, learned Sr.PCCG submits that the writ petition may be disposed by any innocuous order. Recording the submissions made at the Bar, the writ petition is disposed by directing respondent No.3, i.e. Registrar, National Sports University, Khuman Lampak, Imphal to dispose the representation dated 31.1.2025 submitted by the petitioner, by a speaking order in terms of the Agreement dated 17.4.2017 within a period of one month from the date of receipt copy of this order. It is made clear that this Court does not express any opinion on the merit of the case. Furnish a copy of this order to learned counsel for the parties. Misc case also stands disposed of.
