Learned counsel for the applicant would submit that the applicant is ready and willing to pay a sum of Rs.1,80,000/- per month as lease rent. However, the learned Administrative General would submit that on earlier auction conducted, the highest bidder one Mr.Sumith Jain offered a sum of Rs.4,25,000/- in respect of the subject land and the auction was confirmed. Since the highest bidder did not come forward to execute the lease agreement the earnest money deposit was forfeited.
