The Commissioner has filed the report. From the report it is found that Mr. Mahadeb Kar who is the private respondent in the writ application claiming himself to be owner of the said plot, therefore, he stated that he will not give access to the petitioner for electric connection and Mr. Mahadeb Kar will create obstruction through villagers and village pradhan to give electricity at the said land which is also at present in his physical possession. 2. Considering the report, this Court finds that the private respondent intends to create havoc in the local area by threatening in spite of the order passed by this Court, the private respondent will not allow to provide electricity. Accordingly, from the report it shows that the private respondent is wilfully and deliberately 2 violating the order passed by this Court by not allowing the authorities for grant of electricity. 3. Accordingly, Rule is being issued against Mr. Mahadeb Kar to appear before this Court in person on the next date fixed. 4. The petitioner is directed to add the private respondent as alleged contemnor no. 4 and to serve the contempt application and the copy of the report of the Special Officer to the learned counsel appearing for the private respondent in course of the day. 5.
