Mr.R.Ganesh Kumar, the learned counsel for Government of Tamil Nadu (Criminal Side), on instructions, submitted that on receipt of the compliant of the petitioner, the third respondent conducted an enquiry and came to a conclusion that the entire allegations are civil in nature and that there is a landlord-tenant relationship between the petitioner and the fourth respondent.
