He is survived by Applicant No.3A in the cause title of the application. Respondents do not dispute the entitlement of the Applicant No.3A to be substituted. In fact it is the obligation of the respondents who are the appellants to file such application. For the reasons stated in the application, I am inclined to condone the delay and permit to substitute deceased Applicant No.3 by Applicant No.3A. 2.
