By purported reference to order No. 670-ACP dated 10.08.1993 alleged to have been passed by the then Collector, Agrarian Reforms, Pulwama allotting 10 marlas of plot of land comprising survey No. 1240 of the then Tehsil Pulwama, the petitioner claims to have been the beneficiary of allotment of said plot of the land, as being a landless person allotted land for residential purposes. Said Order No. 670-ACP bears recitals that it is pursuant to SRO No. 461 dated 19.11.1985. P a g e | 2 OWP No. 647/2015 2. The person named in said order No. 670-ACP is Mst. Saleema identified to be wife of Khursheed Ahmad Bhat resident of Kandizal, Pulwama whereas the writ petitioner who came forward with the present writ petition identifies himself as Khursheed Ahmad Bhat son of Abdul Rehman Bhat without stating by any whisper in the entire writ petition as to how come he relates himself to allottee Mst. Saleema in whose favour purported order of allotment, being used as writ document, was actually obtaining. 3. Thus, it is a clear cut case of lack of locus standi of the petitioner Khursheed Ahmad Bhat in coming forward with the present writ petition for the purported cause of regularization of the very said plot of land and attending reliefs therewith. 4.
