Learned counsel submits that the petitioner had already been granted the licence from 2005 till 2022, the renewal of which he has sought and recommended by the SDO (Civil), Mahendergarh, on 29.12.2023, to the Deputy Commissioner at Narnaul, District Mahendergarh, which was referred back to the SDO (Civil), who in turn Naib Tehsildar to enquire into it, and vide Anexure P his recommendation. However, SDO (Civil) Annexure P-12, has yet again sent the same to the Naib Tehsildar inquiry.
