JUSTICE SURAJ GOVINDARAJ) 1. The petitioner is before this Court seeking for the following reliefs: a. Call for the relevant records; b. Issue writ, order or direction in the nature of mandamus directing the R1/The Chief Executive Officer Zilla Panchayath Koppal to considered the representation dated 21.04.2025 at Annexure-G or alternatively. c. Issue writ, order or direction in the nature of mandamus directing the R1/The Chief Executive Officer Zilla Panchayath Koppal to appoint Petitioner to the post of Bill collector of Shirur Gram Panchayat Shirur Gram Panchayat Shirur. d. Pass such other order/s as this Hon’ble Court deems fit in the facts and circumstances of the case, in the interests of justice. 2. The grievance of the petitioner is that the representation which has been submitted by the petitioner on 21.04.2025 at Annexure-G has not been considered and it is in that background that the petitioner has sought for the aforesaid reliefs. - 3 - HC-KAR NC: 2025:KHC-D:10901 WP No. 104483 of 2025 3. Learned counsel for respondents submits that the Panchayat Development Officer [PDO] has issued an endorsement that until approval is made by Chief Executive Officer Zilla Panchayat, no recruitment could be made, his submission is that the said endorsement has been issued in terms the Government Circular dated 14.02.2019 wherein there is an embargo which has been imposed on fresh recruitment. 4. If that be so, it is for the respondents to consider the representation and pass necessary orders rejecting the application made by the petitioner by giving valid reasons. The Authorities cannot, on the basis of a decision and or reasons in their mind, keep quiet on the representation which has been submitted. 5. In that view of the matter, I pass the following: ORDER i. The Writ Petition is allowed. ii. A mandamus is issued directing respondents to consider the representation dated 21.04.2025 at - 4 - HC-KAR NC: 2025:KHC-D:10901 WP No. 104483 of 2025 Annexure-G and pass necessary orders within a period of six weeks from date of receipt copy of this order.
