He is also unable to explain the delay in issuing the recovery citation against the petitioner for the Kharif Marketing Year 2011-12 in the year 2024. 3. We find that there is inordinate delay in issuing the recovery citation. Accordingly, the recovery citation dated October 18, 2024 is quashed and set aside. The respondent authority is at liberty to take appropriate action in accordance with law. 4. With the above directions, the writ petition is disposed of.
