The grievance, which the petitioner fetches is the indolent and lackadaisical approach of the District Social Welfare Officer, Bhiwani (respondent no.4), for not processing application dated 16.05.2025 (Annexure P-5), which has been submitted to District Social Welfare Officer, Bhiwani (respondent no.4). 2. Learned counsel for the petitioner submits that the application is pending with the District Social Welfare Officer Bhiwani (respondent no.4), since 16.05.2025, whereas, the person is 100% mentally disabled, who requires immediate care as per the Haryana Rights of Person with Disability Rules, 2019. 3. Notice of motion to respondents no.1 to 4 only, at this stage. 4. Mr. Bhupender Singh, DAG, Haryana, accepts notice on behalf of respondents no.1 to 4, and waives service. He submits that he does not any have objections in case a mandamus is passed upon respondent no.5, as well as Deputy Commissioner, Bhiwani (respondent no.2), to take an appropriate decision on the application (supra), in a time bound manner. 6. In view of the above, as no objection has been extended by learned counsel for respondents no.1 to 4, this Court deems it appropriate to pass a mandamus upon the District Social Welfare Officer Bhiwani (respondent no.4), to process the application (supra), within 15 days from the date of passing of this order, and forward the same to the Deputy Commissioner, Bhiwani, (respondent no.2), who will take a final decision within one month thereafter. 7.
