THIS WRIT PETITION IS FILED UNDER ARTICLES 226 AND 227 OF THE CONSTITUTION OF INDIA PRAYING TO ISSUE A WRIT OF MANDAMUS DIRECTING THE RESPONDENTS TO CONSIDER THE REPRESENTATION DATED 09-12-2024, 19-02- 2025 AND 27-02-2025 PRODUCED AS ANNEXURES-J,K AND L RESPECTIVELY. ISSUE A WRIT OF MANDAMUS DIRECTING THE RESPONDENTS TO MAKE THE PAYMENT TO THE PETITIONER FORTHWITH AS PER ANNEXURE-L DATED 27/02/2025 AND ETC.,
THIS WRIT PETITION IS COMING ON FOR PRELIMINARY HEARING, THIS DAY, ORDER WAS MADE THEREIN AS UNDER:
ORAL ORDER (PER: THE HON'BLE MR. JUSTICE SURAJ GOVINDARAJ)
1. The petitioner is before this Court seeking for the following reliefs:

A. Issue a writ of mandamus directing the Respondents to consider the representation dated 09-12-2024, 19-02-2025 and 27-02-2025 produced as Annexures-J, K and L respectively. B. Issue a writ of mandamus directing the Respondents to make the payment to the petitioner forthwith as per Annexure-L dated 27/02/2025. C. Grant such other reliefs as this Hon’ble court deems fit under the circumstances of the present case including an order for costs may kindly be passed in the interest of justice and equity. 2.
The grievance of the petitioner is that the bills which have been raised by the petitioner to an extent of Rs.3,05,41,938/- have not been paid by the respondents, though the petitioner has rendered all the services required to be so rendered. 3. Learned Additional Government Advocate for the respondents-State, upon instructions, submits that the entire amount is not admitted by the respondents; but only the amounts as stated in Annexure-H in respect of the petitioner are admitted, and the rest are all disputed. - 4 -

4. Even if the said submission of the learned Additional Government Advocate were to be accepted, there are certain admitted amounts that are due from the respondents to the petitioner. 5. It would therefore be required for the respondents to make payment of the admitted dues to the petitioner as early as possible, within a period of eight weeks from the date of receipt of a certified copy of this order. 6. Liberty is however reserved to the petitioner to agitate the disputed amounts in an appropriate forum as provided under the contract between the parties. 7.
