Heard learned counsel for the parties and perused the record. 2. This petition has been filed in individual capacity by the petitioner for following relief: "i) issue writ order or direction in nature of mandamus commanding the respondents not to raise illegal construction over the field of the Composite Vidhyalay situated in Adampur (Dukhiyapur) Vikas Khand Kaudihar Tehsil Soraon, District Prayagraj. ii) issue writ order or direction in nature of mandamus commanding the respondents to consider and decide the representation of the villagers dated 27.12.2024 expeditiously within stipulated time as fixed by the Hon'ble Court (Annexure No. 2)." 3. A preliminary objection has been raised by learned Standing Counsel that the petitioner has no cause of action and this is not a Public Interest Litigation. 4. In view of the same, the writ petition is dismissed with cost of Rs.20,000/- which shall be recoverable from the petitioner by the District Magistrate concerned within a period of three weeks and will be deposited with the legal services authority.
