Mr. Shahnawaz Khan, learned advocate appears on behalf of petitioner and submits, his client had made online application dated 13th April, 2025 for issuance of character certificate. The certificate is not being issued purportedly because his client was named as accused. The Investigating Officer (I.O.) has not found any evidence against his client. He seeks direction upon concerned authority to issue the certificate. Mr. Raj Mohan Upadhyay, learned advocate, Additional Chief Standing Counsel appears on behalf of State and submits, there is criminal investigation pending against petitioner. On query he submits, under the Janhit Guarantee Act, 2011, respondent no.2 (the District Magistrate) is concerned authority. Respondent no.2 is directed to deal with petitioner's application dated 13th April, 2025. We venture to say, a certificate can be issued mentioning relevant facts. Petitioner will communicate certified copy of this order along with his application reference to said respondent.
