… for the respondents October 29, 2025 [SR] Item No. 11 The Regional Passport Office Kolkata 4 Brabourne Road, Radha Bazar Lal Bazar, Kolkata West Bengal or the concerned authority, before whom the application for renewal of the passport of the petitioner is pending, shall consider the same in accordance with law and dispose of the prayer. The petitioner contends that the authorities are harassing the petitioner and asking for news paper publication and gazette notifications with regard to the change of his name. It appears from page 24 of the application that a passport had been issued in favour of the petitioner with his name as Mohammed Huzaifa. The petitioner wants a passport in the same name. The passport bearing No.G2372554 was issued on December 07, 2007 and the date of expiry was December 06,
2017. The passport was issued by the Assistant Secretary (Vig), A & N Administration, Port Blair. Strangely, two years prior to expiry of the passport, another passport was issued in the name of the petitioner bearing No. N0902064. The date of issuance is September 03,

2015 and the date of expiry is September 02, 2025. The address of the petitioner has changed since then. It is recorded in the passport that the old passport was closed and returned. The petitioner submits that he applied for renewal two years prior to its expiry. It appears that the passports were issued in the same name as in the application for renewal. There is no change of name from the expired passport. The authorities shall take into
consideration that these passports were already issued. If it is found that there was no foul-play in the issuance of the passports, the renewal should not be rejected on the ground of change of name from Peramaiyan to Mohammed Huzaifa as both the earlier passports are in the name of Mohammed Huzaifa. The authority will pass a reasoned decision within a period of three months from the date of communication of this
order. The decision shall be communicated to the petitioner. The petitioner shall be heard if necessary. The writ petition is disposed of accordingly. Parties to act in terms of the server copy of this order downloaded from the website of this Hon’ble Court.
