The petitioner developed a housing layout in the year 2014, under the name “ Royal Hi-tech City” at A.K. Samuthiram, Jakkalnayakkanpatti, Ramanyakkanpatti and Murugapatti Village in Namakkal Taluk, after obtaining 2/5 https://www.mhc.tn.gov.in/judis W.P.No.20275 of 2025 approval from the respective panchayats. The petitioner states that the Housing lay out comprises of 2,500 plots each measuring 1,200 square feet and till the year 2017 about 70% of the plots were sold. While so, the Government of Tamil Nadu made it mandatory to obtain the approval of the Town and Country planning Authority for housing layouts. It was further provided that failure to obtain approval would result in non registration of the sale deeds. Hence, the petitioner applied for DTCP approval to the respondent on 16.11.2018, for the remaining unsold plots. As no action was taken on the petitioner's application even after a lapse of 4 years, the petitioner was constrained to the file the above writ petition for the above said relief. 5. Heard both sides and perused the materials available on record. 6. The facts of the case are undisputed.
