The petitioner was selected for the post of Civil Police Constable in the year 1984, however, the appointment was given to the petitioner in the year 1987, as Armed Reserve Police Constable and sent for training. After completion of training, the petitioner reported in the District Armed Reserve, Kadapa and the seniority was fixed from 14.06.1987. The petitioner submitted a representation dated 03.01.2025 (Ex.P1) to the 3™ respondent requesting to convert him to the post of Civil Police Constable. The 1®‘ respondent-State Government considered the request of similarly situated constables and issued proceedings, converting them to Civil Police Constable forfeiting their seniority in the Armed Reserve Police Constable of Y.S.R. District, with effect from 24.02.1999, and placed on probation. The petitioner and other similarly situated persons submitted a representation before the 1^* respondent requesting to convert their post to Civil Police Constable. The 1 St respondent having considered the request of similarly situated constables, issued directions, converting them from Armed Reserve i 4 Police Constable to Civil Police Constable, with effect from 24.04.1999. The petitioner was converted as a civil constable, with effect from 17.10.2010. While communicating the seniority list of Civil Police Constables in the year 2007, the constables who are similarly situated to the petitioner, whose services were converted as Civil Police Constable, their seniority in the Civil Police Constable was fixed from 24.02.1999. Some of the similarly situated persons filed O.A.No.8723 of 2010, on the file of A.P. Administrative Tribunal to consider the representation made by petitioners therein to restore the seniority in the category of Civil Police Constable with effect from 14.06.1997. The said OA was disposed of, directing the respondents therein to consider the seniority with effect from 14.06.1997. As V. against the said order, a Writ Petition was filed by the respondents and the same was dismissed. Thereafter, the 1^^ respondent issued G.O.Rt.No.44 Home (Ser-I) Department dated 12.01.2025, fixing seniority with effect from 14.06.1997. However, the said benefit was not extended to the petitioner, on the ground that the petitioner did not approach the Court. 3. Learned counsel for the petitioner would confine his arguments that the Court directed the 3"'^ respondent to consider the 5 orders, strictly as per the representation dated 03.01.2025 and pass rules.
