GP FOR SERVICES IV The Court made the following ORDER: Heard Sri T V V Koteswararao, learned counsel for the petitioner, Sri S.Raju, learned Assistant Government Pleader for Services-I for respondents 1 to 3. 2. The petitioner, Multi Purpose Health Supervisor (M), PHC Rakodu, Vizianagaram Mandal & District, filed the above writ petition to declare the action of respondents in not considering his representation dated 29.01.2025 regarding promotion to the post of Lecturer in Social Sciences, as illegal and arbitrary. 2 3. The petitioner was appointed as Multi Purpose Health Supervisor (M), PHC Rakodu, Vizianagaram Mandal & District on 19.06.2012 and later promoted as Multi Purpose Health Supervisor on 15.12.2015. The petitioner acquired M.A. (Social Work) from S.V.University, of Tirupati. The petitioner is entitled to be promoted to the post of Medico Social Worker Grade-I (Lecturer in Social Science), a zonal post. The petitioner earlier filed W.P.No.27776 of 2024 in not considering his representation dated 18.09.2024 for promotion in the category of ‘person with Bench Mark Disabilities’. The said writ petition was disposed of on 28.11.2024 directing the 3rd respondent therein to consider the petitioner’s representation strictly as per the Rules. After disposal of the said writ petition, the learned 3rd respondent by proceedings vide Rc.No.1509/B3/2024, dated 11.12.2024 (Ex.P.6) informed the petitioner that his case for promotion will be considered as per merit-cum-seniority duly observing Rule of reservation whenever his turn come up as per the Rules in force. 4. The 3rd respondent directed the District Medical Health Officers in Zone- I; the Principal, MPHW Training School, Srikakulam and the DPH&FW, AP, Vijayawada to furnish ACRs for the last five years to fill up the post of Lecturer in Social Science Grade-I in Zone-1 by proceedings vide Rc.No.1509/B3/2024, dated 03.01.2025 (Ex.P.8). 5. Learned counsel for the petitioner would submit that the petitioner’s name is not included in the list for the post of lecturer in social science/MSW Gr.I, though the petitioner is eligible. Hence, the petitioner made a representation dated 29.01.2025 (Ex.P.9). 6. At the hearing, learned counsel for the petitioner confined his arguments and urged the Court to direct the 2nd respondent to consider the petitioner’s representation dated 29.01.2025 (Ex.P.9) strictly as per the Rules. 7. Learned Assistant Government Pleader for Services did not refute the said submission. 3 8. Given the facts and circumstances of the case, the Writ Petition is disposed of at the admission stage with the consent of learned counsel on either side directing the learned 2nd respondent to consider petitioner’s representation dated 29.01.2025 (Ex.P.9), strictly as per the Rules and pass appropriate orders as expeditiously as possible. No order as to costs.
