1. The present contempt petition has been filed for deliberate and intentional disobedience of order dated 29.10.2024 passed by the Division Bench of this Court in CWP-29403-2024. 2. The relevant portion of the order dated 29.10.2024, passed by the Division Bench of this Court in CWP-29403-2024:-
“Disposed of with a direction to the respondent(s) concerned to decide the representation(s) (Annexure P-2 to Annexure P-6), but after hearing all the affected parties.”
3. Learned State counsel submits that in compliance of order dated 29.10.2024, compliance affidavit of Gagan Ajit Singh (PPS), Senior Superintendent of Police, District, Malerkotla dated 30.07.2025, compliance affidavit of Viraj Shyamkarn Tidke, IAS, Deputy Commissioner, Malerkotla, Punjab dated 29.07.2025, along with Annexure R-1 and compliance affidavit of Surinder Kaur Presiding Officer Election Tribunal-cum-Sub Divisional SAHIL 2025.09.02 15:03 I attest to the accuracy and authenticity of this order/judgment. COCP-2706-2025 (O&M) -2- Magistrate, Amargarh, District Malerkotla, Punjab dated 28.07.2025 along with Annexures R-1 to R-14/1T have been filed. He further submits that in compliance of order dated 29.10.2024, a speaking order dated 18.07.2025 has been passed by Sub Divisional Election Officer-cum-Sub Divisional Magistrate, Amargarh. 4. The relevant portion of compliance affidavit dated 29.10.2024, is reproduced as under:-
“7. That thereafter answering respondent has recorded the statement of petitioner Alvail Singh, Harpreet singh, Manpreet Singh and P.R.O Akhtar Ali and statement dated 16.07.2025 is attached herewith as Annexure R-9, R-10, R- 11 and the statement dated 18.07.2025 is Annexure R-12. 8. That answering respondent has prepared detailed speaking order on the basis of statements of petitioner Alvail Singh, Harpreet singh, Manpreet Singh and P.R.O Akhtar Ali and sent the same report dated 18.07.2025 to SSP Malerkotla vide letter no 703 dated 18.07.2025 for taking necessary action. The copy of letter no. 703 dated 18.07.2025 is attached herewith as Annexure R-13. The copy of speaking order dated 18.07.2025 is attached herewith as Annexure R-14. 9.
That from the above, it is evident that as per the directions issued by this Hon'ble Court, vide order dated 29.10.2024 (Annexure P-7 annexed with the Contempt petition), the speaking order dated 18.07.2025 (Annexure R-14/1T) has been passed. As such, the grievances as raised by the petitioner in his complaints dated 14.10.2024, 15.10.2024 and 16.10.2024 stands redressed.” SAHIL 2025.09.02 15:03 I attest to the accuracy and authenticity of this order/judgment. 5. A perusal of the above shows that order 29.10.2024 passed by the Division Bench of this Court in CWP-29403-2024, has been complied with. This fact is not disputed by learned counsel for the petitioner. 6. In view of the above, the contempt is purged and rule is discharged. 7. Pending application(s), if any, also stand disposed of. 8. Needless to say that the petitioner can avail the remedy as is available to him in accordance with law to challenge the speaking order dated 18.07.2025.
