The writ petition bearing WP(C) No. 2242/2021 filed by the petitioner Abid Ahmad Bhat came to be disposed of without adjudication on merits by the writ court with a parting observation that it was expected that the writ respondents would consider the case of the petitioner for promotion to the higher post i.e., Chief Editor on the basis of seniority and as per the rules occupying the field. 2. It has taken petitioner to get out of his slumber after three years of passing of the order dated 08.11.2021 to reckon that there is a contempt on the part of the respondents in acting in according consideration to the petitioner’s promotion claim. 3. The petitioner is missing out the essential part of the direction and that is the petitioner was to be considered on the basis of seniority and as per the rules occupying the field. As such, this Court finds no reason to entertain this contempt petition. Hence dismissed. However, in case the petitioner would have a fresh cause of action then the disposal of this contempt petition will not come in the way of the petitioner to come up with a fresh writ petition was taking his claim for promotion as was solicited through the medium of writ petition WP(C) 242/2021.
