1. This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:-
“i. Issue a Writ of Mandamus or any other appropriate writ,
order, or direction to the Respondents, directing them to forthwith verify the Petitioner’s admit card and permit him to appear in all the remaining papers of the 7th Semester B.Sc. (Hons.) Physics examinations that commenced on 10.12.2025; This is a digitally signed order. And, ii. Issue a Writ of Mandamus or any other appropriate writ,
order, or direction to the Respondents, directing them to forthwith verify the Petitioner’s admit card and permit him to appear in the 2 ER papers of Vth Semester (third year) of B.Sc. (Hons.) Physics examinations scheduled on 16.12.2025 and 18.12.2025; And, iii. Issue a Writ of Mandamus or any other appropriate writ,
order, or direction to the Respondents, directing them to conduct a special or supplementary examination for the Petitioner for the papers which he has already missed due to the Respondents’ actions; And iv. Issue a direction to the Respondents to accept the annual academic fees from the Petitioner for the 4th year, along with a reasonable late fee, if applicable;…”

It is the case of the petitioner is that the petitioner could not pay the annual fee in time as a result of which the petitioner was precluded from appearing in the 7th semester and 8th semester examinations of his Course. 3. Pursuant to the Orders of this Court dated 15.12.2025 and 14.05.2026, the petitioner was permitted to appear in his 7th semester and 8th semester examinations respectively. 4. Mr. Mathur, learned counsel for the respondent No. 1 College, states that in the present case, the petitioner is short on attendance and also despite repeated reminders, had not paid the annual fee. Hence, the petitioner was prevented from taking the 7th and 8th semesters examinations. 5. I am of the view that the primary reason for precluding the petitioner This is a digitally signed order. from appearing in 7th and 8th semester examinations was non-deposit of the annual fee and the petitioner is ready and willing to deposit the same with the respondent No. 1 College within one week from today. 6. With regards to the submission of Mr. Mathur, learned counsel that despite repeated reminders, the petitioner did not make the requisite payment on time, I am of the view that this Court in exercise of its writ jurisdiction is required to ensure substantial justice, hence, it is directed that the result of the petitioner for all the semesters shall be declared expeditiously. 7. However, the case of the petitioner is not such wherein no fault is attributable to him. Accordingly, the petitioner is directed to report to the Principal of respondent No. 1 College, who shall assign some social service work to the petitioner and the petitioner shall duly undertake the same. 8.
Since, the petitioner has not been detained due to shortage of attendance, hence, this issue is not being considered for the purpose of adjudication of the present petition. 9.
