Prayer in this petition is for initiation of contempt proceedings against the respondent for not complying the order dated 02.12.2024 (Annexure P-1) passed by a Division 24699-2024 titled as “Daljit Singh Parmar vs. The Estate Office, Town Hall Building, Chandigarh and others” vide which the petition was disposed of with the following observations :
“xxx xxx xxx In response, learned counsel for respondent No.1 submits that appropriate orders shall be passed within a period of three months from today. The petition is, accordingly, disposed of in terms of the statements made by learned counsel for the parties.

submissions made by learned counsel for the petitioner and submits that the Will dated 13.6.2000 executed by father of his favour, had been registered by the Estate Officer concerned in favour of the petitioner. It is the claim of the petitioner that at the time of registration of the Will the petitioner had paid extra stamp duty than was due. Learned counsel for the petitioner submits that the directions issued vide order dated 02.12.2024 (Annexure P not been complied with by the respondent.
Learned counsel for the respondent refutes the
submissions made by learned counsel for the petitioner and submits that the Will dated 13.6.2000 executed by father of his favour, had been registered by the Estate Officer concerned in favour of the petitioner. It is the claim of the petitioner that at the time of registration of the Will the petitioner had paid extra stamp duty than was due. In this regard, the petitioner had made a representation dated 05.2.2025 (Annexure P Town Hall Building, Sector 17, UT, Chandigarh. Vide order dated 02.12.2024 (Annexure P-1) the respondent had been directed to look into the matter and pass a Speaking Order. Learned counsel points out that in response thereto, an order dated 25.6.2025 has been passed by the Estate Office, UT Chandigarh pointing out that the stamp duty was submitted before the Collector, UT Chandigarh and therefore the ht forum for the petitioner to agitate this claim, after 25 years, is before the Collector, UT, Chandigarh.
In view of the above, no contempt is made out, therefore, the contempt petition stands dismissed.
2 This Court is sanguine that the competent authority shall look into the matter in the right earnest. And, appropriate orders, in accordance with law, shall be passed within the time indicated by the learned counsel for respondent No.1. xxx”

Learned counsel for the respondent refutes the
