Neutral Citation No. - 2025:AHC:87500-DB Chief Justice's Court Case :- PUBLIC INTEREST LITIGATION (PIL) No. - 1341 of 2025 Petitioner :- Dr. Chaturanan Ojha Respondent :- State of Uttar Pradesh and 2 others Counsel for Petitioner :- Rakesh Kumar Gupta Counsel for Respondent :- Rajiv Singh (S.C.) Hon'ble Arun Bhansali, Chief Justice Hon'ble Kshitij Shailendra, J. 1. The present petition, purportedly in public interest, has been filed by the petitioner, inter alia, seeking to question the validity of communication dated 05.05.2025 issued by the Director, International Ramayan and Vedik Research Institute, Cultural Department, U.P. (for short 'the Research Institute') and communication dated 09.05.2025 issued by District Basic Education Officer, Maharajganj. 2. The petitioner, a resident of Deoria, Uttar Pradesh, claiming himself to be a socially conscious citizen and an academic committed to uphold the secular and egalitarian principles enshrined in the Constitution of India, has questioned the validity of the communication issued by the Research Institute informing the District Basic Education Officer that the Research Institute proposes to organize summer workshops on Ramayan and Vedas in 75 districts of the State which would be for 5 to 10 days. The request was made to provide support for organizing the workshops in the schools. The District Basic Education Officer, in turn, sent a communication to the Block Education Officer to provide the required assistance. 3. The petitioner, without disclosing his credentials except for as noticed hereinbefore, claiming himself to be a socially conscious citizen and an academic, has failed to comply with the requirements of the Allahabad High Court Rules pertaining to filing of the public interest litigation, which requires several declarations. The petitioner has nowhere indicated as to how and in what manner, he came in possession of the said documents, being a resident of district Deoria as the communication has been issued by the District Basic Education Officer, Maharajganj, a different district. The petitioner apparently has attempted to suppress his credentials. 4. On account of failure to disclose credentials in terms of provisions of Chapter XXII Rule 3-A of the Allahabad High Court Rules, we do not find any good reason to entertain the present PIL, the same is, therefore, dismissed.
