Heard Mr. DJ Saha, learned counsel appearing for the petitioner. Also heard Mr. P. Gautam, learned Sr. G.A. assisted by Ms. P. Chakraborty, learned counsel appearing for the respondents-State. [2] This present petition has been filed under Article 226 of the Constitution of India seeking the following reliefs:- (i) Issue RULE; (ii) Issue Rule to show cause as to why all records relating to the case of the petitioner shall not be transmitted to this Hon'ble High Court; (iii) Issue Rule calling upon the Respondents particularly the Respondent No.3 to show cause as to why a Writ of Mandamus should not be passed directing the Respondent No.3 to make payment of the bill of the petitioner pending for last 4 years, with interest.
(iv) Issue of a writ calling upon the Respondents or each one of them to show cause as to why the Respondent shall not be
directed to give full and complete relief to the petitioner and in case the respondents show cause or not, make the Rule absolute interms of the prayer Nos. (i)(ii) &(iii) above.

Heard and perused the evidence on record.
[4] It is seen from the record that there are laches on the part of the petitioner to approach this Court with regard to claiming of the bill raised in 18.01.2020 and there is no proper explanation given in the affidavit in that regard. In the absence of such relevant things, the writ petition is liable to be dismissed. [5] However, this Court has observed that the petitioner rendered services to the respondents and raised the demand on 18.01.2020 but it appears that, the respondents have not acted upon to the aforesaid demand dated 18.01.2020. [6] In view of the same, without expressing any opinion on the merits of the case, this writ petition is disposed of directing the respondents, to decide the matter upon the petitioner’s bill dated 18.01.2020, if not already taken a decision, as expeditiously as possible in accordance with law.
With the above observation and direction, this present writ petition stands disposed of. As a sequel, miscellaneous application(s), pending if any, shall stand closed.
