Neutral Citation No. - 2025:AHC:88486-DB Chief Justice's Court Case :- PUBLIC INTEREST LITIGATION (PIL) No. - 1366 of 2025 Petitioner :- Sarv Deo Singh @ Dr. Sarv Deo Singh Yogacharya Kalam Respondent :- State of U.P. and 8 others Counsel for Petitioner :- In Person Counsel for Respondent :- Bal Mukund, Bhupendra Kumar Tripathi, C.S.C. Hon'ble Arun Bhansali,Chief Justice Hon'ble Kshitij Shailendra,J. 1. This petition purportedly in public interest has been filed by the petitioner inter-alia seeking a direction to the respondents to build the mentioned chak roads and chak nalis with the consultation of the farmers and to stop further new opening of brick kilns and decrease them year by year. 2. Submission has been made that earlier the petitioner had approached this Court by filing Public Interest Litigation (PIL) No. 1877 of 2024, which came to be disposed of by this Court leaving it open for the petitioner to make a fresh detailed representation containing all the allegations made in the petition. It is claimed that the representation has been made, however, the same has not been decided and therefore, the respondents be directed to do the needful. 3. We have perused the writ petition and the purported representation made by the petitioner. 4. Annexure - 2 is a representation dated 16.06.2023, which was prior to passing of the order by this Court on 23.09.2024. The said representation, pertains to some personal grievance of the petitioner regarding dispute with the neighbouring farmers of his agricultural land. The representation, Annexure - 3, refers to the loss to the petitioner to the extent of Rs.20,000/- to Rs.30,000/- per year for lack of construction and renovation of the chak road and chak nalis. Similarly, Annexure -4, representation, refers to some partial construction of the road, easementary rights etc. 5. Having gone through the representations, we find that the same are very sketchy and pertain to some individual difficulties of the petitioner and do no indicate any specific issue, based on which the respondents can be called upon to file counter affidavit. 6. Though in the petition, some reference have been made to brick kilns, however, in the representations, not a single word has been indicated. 7. Filing of the Public Interest Litigation, raising personal issue and wholly unconnected and ambiguous averments, cannot be countenanced. 8. Consequently, no case is made in the petition in public interest and the same is, therefore, dismissed.
