1. The present civil writ petition has been filed under Articles 226/227 of the Constitution of India for seeking directions to decide the representation dated 14.02.2205 (Annexure P-6) moved by the petitioner in a time-bound manner. 2. We have heard learned counsel for the rival parties and perused the paper-book. 3. During the course of arguments, it transpires that environmental clearance in regard to Nangra Kamlot-2 Mines for extracting minor mineral (sand) has not yet been issued by respondent despite the petitioner applying for the same. 4. For this purpose, a representation has been by the petitioner on 14.02.2025 (Annexure P-6) to respondent No.6-The Executive Engineer, Sri Anandpur Sahib, Water Drainage-cum-Mining and Geology Division, Water Resources Department, Government of Punjab. Learned State counsel after seeking instructions from Shri Kanwardeep Singh, SDO, Drainage-cum-Mining, Sub-Division, Nangal, who is present in Court, informs that the said representation shall be dealt with as expeditiously as possible. 6. In view of the fact that the reasons contained in the representation of the petitioner are same as raised in the present petition and the same is yet to be considered by the competent authority, this Court is of the considered view that the present writ petition can be disposed by issuing directions to the competent authority to first decide the representation of the petitioner. 7. Accordingly, the petition stands disposed of with a direction to the petitioner to submit a fresh representation to respondent Nos.2 and 4, which if made within a period of 15 days from today alongwith copy of this order, shall be decided by passing a speaking order by both the authorities sitting singly or jointly and the decision be communicated to the petitioner.
