By means of this petition filed under Article 226 of the Constitution, petitioner wants opening of the sealed cover regarding his claim for promotion as the same was adopted on 15.05.2024 and as per the Government Order dated 28.05.1994 upon expiry of period of one year the same deserves to be reopened if the petitioner has not been responsible in any manner for responsible for delay in disposal of criminal case. In view of the above, this petition stands disposed of with a direction to the petitioner to make a representation before the competent authority in the light of Government Order dated 28.05.1997 and if he does so within a period of four weeks from today, the competent authority shall be passing appropriate reasoned and speaking order considering the claim of the petitioner for reopening the sealed cover in the light of the Government Order dated 28.05.1997. The concerned competent authority shall take a decision within a period of two months of production of certified copy of this order.
