By this application, the applicant, who is the writ petitioner in WP(C) No.3931/2024 is praying for impleadment of (i) The Commissioner and Secretary to the Government of Assam, Finance Department, Dispur, Guwahati, Pin-781006, Assam and (ii) the Joint Secretary to the Government of Assam, Home & Political Department, Dispur, Guwahati, Pin-781006, Assam as respondent Nos. 7 and 8 respectively in the said writ petition. 3. It is the case of the applicant that after the affidavit in opposition filed by the respondent No.5, it has come to the knowledge of the applicant that the proposed respondents are necessary parties. 4.
