Sharma, learned counsel for the petitioners. Mr. Ghanshyam Joshi, learned Additional C.S.C. for the State of Uttarakhand. 1. By means of this writ petition, petitioners have sought the following reliefs:- (i) Issue a writ, order or direction in the nature of Mandamus commanding the respondent authorities, particularly respondent nos. 4 to 6, to expedite and consider the mutation (Dakhil-Kharij) proceedings relating to the plots purchased by the petitioners through duly registered sale deeds, strictly in accordance with law and without being influenced by the findings recorded in the impugned report dated 13.02.2026; (contained as Annexure No.9, Page No. 221 to this writ petition) within a stipulated period as may be fixed by this Hon'ble Court. (ii) Issue a writ, order or direction in the nature of Mandamus commanding the respondent authorities to take an appropriate decision on the representation dated 05.06.2026 (contained as Annexure No.10, Page No. 223 to this writ petition) submitted by the petitioners and to redress the grievance raised therein by passing a reasoned and speaking order within a time-bound period. 2. Learned State Counsel, however, submits that the land, which petitioners have reported purchased, was allotted to the vendor under Government Grants Act. He submits that as per the condition mentioned in the allotment order, the said land could not have been transferred. He further submits that nine persons have jointly moved application for mutating their names while every purchaser has to move separate application for mutation. 2025:UHC:857 3. This Court finds substance in the submission made by learned State Counsel. 4. The writ petition is, accordingly, disposed of with liberty to petitioners to move separate application for mutation before the Competent Authority. If they make such application(s) within two weeks, the Competent Authority shall consider their prayer for mutation and pass appropriate order, one way or the other, within six months from the date of presentation of certified copy of this order.
