HC-KAR NC: 2025:KHC-D:15797 WP No. 102031 of 2025
THIS WRIT PETITION, COMING ON FOR PRELIMINARY HEARING THIS DAY, ORDER WAS MADE THEREIN AS UNDER:
ORAL ORDER (PER: THE HON'BLE MR. JUSTICE M.NAGAPRASANNA)
1. The petitioner is before this Court calling in question the notification dated 23.09.2024, which seeks to call for applications for appointment to the post of Anganwadi Worker in Bommasagar Kariyammana Camp. 2. The petitioner is said to have been left out in the participation of the selection process on account of the post which is reserved for Scheduled Caste or Scheduled Tribe Community candidates. The petition is on a slender ground that there are no Scheduled Caste or Scheduled Tribe families residing within 1.5 kilometres of Bommasagar Kariyammana Camp for calling applications exclusively for them in the said area to the post of Anganwadi Worker. 3. Learned counsel would seek to place reliance upon the Circular which clearly indicates that the Scheduled Caste or Scheduled Tribe community must have adequate representation within 1.5 kilometres of the Anganvadi Camp.

HC-KAR NC: 2025:KHC-D:15797 WP No. 102031 of 2025
4. Learned HCGP has filed a memo of inspection and, on instructions, would submit that within a radius of 1.5 kilometres, there are 76 Scheduled Caste and Scheduled Tribe families residing in Bommasagar Kariyammana Camp and therefore, the reservation has come about in terms of the Circular. 5. There is no reason to doubt the inspection report that is placed before this Court. Pursuant to the direction of the Co- ordinate Bench, in the light of 76 Scheduled Caste and Scheduled Tribe families in existence within a 1.5 kilometres radius of Bommasagar Kariyammana Camp, the petition on this slender ground would not become entertainable and the notification to be quashed on the plea of the petitioner that it ought to have been reserved for even backward classes and not only reserved for Scheduled Caste and Scheduled Tribe categories. The notification being in tune with the Circular, there is no warrant of interference. The petition lacking in merit, stands rejected.
