IN THE HIGH COURT OF ORISSA AT CUTTACK W.P.(C) No.37710 of 2025 Tapan Kumar Kapardar …. Petitioner Mr. S. Roy, Advocate -versus- 1. State of Odisha 2. Collector and District Magistrate, Deogarh 3. Executive Officer, Deogarh Municipality …. Opposite Parties Mr. M. R. Mohanty, AGA CORAM: JUSTICE V. NARASINGH Order No. ORDER 12.01.2026 01. 1. Heard learned counsel for the Petitioner and learned counsel for the State. 2. It is submitted by the learned counsel that admittedly Shop Room No.13 of Suratarangini Market Complex has been allotted to him by the Deogarh Municipality. It is stated that for expansion, he sought permission for opening of an entrance door towards the west side. 3. It is stated that though the authorities allowed him to open the door toward the west side, but the size of the door has been confined to 3 feet, which is creating functional issues and ventilating his grievance the Petitioner had made a representation to the Executive Officer, Deogarh Municipality-Opposite Party No.03, which is stated to have been received on 03.12.2025 as borne out from the endorsement on the body of such representation which is at Annexure-4. And, assailing inaction in the matter of consideration of such representation, the Petitioner is before this Court. 4. Considering the limited nature of the grievance, without issuing notice to the concerned parties, the Writ Petition is disposed of calling upon the Opposite Party No.03 to take a decision relating to the representation of the Petitioner regarding expanding the width of the door to “10 feet” within a period of four weeks hence. 5. Accordingly, the Writ Petition stands disposed of. (V. NARASINGH) Judge Jina
