ORDER: The Criminal Petition has been filed under Sections 480 and 483 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (for brevity ‘the BNSS’), seeking to enlarge the Petitioner/Accused No.17 on bail in Crime No.113 of 2025 of Sathyavedu Police Station, Thirupati District, registered against the Petitioner/Accused No.17 herein for the offences punishable under Sections 120-B, 420, 466 and 467 read with 34 of the Indian Penal Code, 1860 (for brevity ‘the I.P.C’).

2. Heard the learned counsel for the Petitioner and the learned Assistant Public Prosecutor. Perused the record.
3. As seen from the record, the allegation against the petitioner/Accused No.17 is that Accused Nos.6 and 11 executed a GPA in his favour, and that the petitioner/Accused No.17 influenced the revenue officials to enter certain details in the Webland records.
4. The name of the petitioner is not found in FIR. The petitioner is neither the beneficiary nor the owner of the any land. It is alleged that the petitioner got issued a legal notice on the revenue officials. Therefore, he was roped in this case.
5. As per the version of the prosecution, the role of the petitioner came to light based on the confessions of Accused Nos.6 and 11. Accused Nos.1 to 5 are revenue officials, while Accused Nos.6 to 11 are the beneficiaries. This Court, in Crl.P.No.12491 of 2025, granted pre-arrest bail to Accused No.11. The Tahsildar of Sathyavedu Mandal also obtained protection pursuant to the
order of this Court in Crl.P.No.11161 of 2025, dated 29.10.2025, passed by the learned Single Judge of this Court.
6. Accused Nos.6 to 12, in collusion with Accused Nos.1 to 5, caused fraudulent entries in the revenue records by manipulating the revenue officials. The petitioner/Accused No.17 was arrested on 14.11.2025 and has been in judicial custody for the past 45 days. He is aged about 72 years and is a retired Central Government employee. He is a permanent resident of Keel Mathurupalli Village, Kuppam Post, Katpadi Taluk, Vellore District, Tamil Nadu

State, and has a fixed place of abode. So far, twelve witnesses have been examined. There is no information from the prosecution as to whether any application seeking police custody of the petitioner was filed before the learned Judicial Magistrate.
7. Considering the facts and circumstances of the case, the nature and gravity of allegations levelled against the Petitioner/Accused No.17, this Court is inclined to enlarge the Petitioner/Accused No.17 on bail.
8. In the result, the Criminal Petition is allowed with the following stringent conditions: i. The Petitioner/Accused No.17 shall be enlarged on bail subject to his executing bond for a sum of Rs.25,000/- (Rupees Twenty Five Thousand Only), with two sureties for the like sum to the satisfaction of the learned Judicial Magistrate of First Class, Sathyavedu. ii. The Petitioner/Accused No.17 shall appear before the Station House Officer concerned, on every Saturday in between 10:00 am and 05:00 pm, till filing of the charge sheet. iii. The Petitioner/Accused No.17 shall not leave the limits of the State of Andhra Pradesh without prior permission from the Station House Officer concerned. iv. The Petitioner/Accused No.17 shall not commit or indulge in commission of any offence in future.
v. The Petitioner/Accused No.17 shall cooperate with the investigating officer in further investigation of the case and shall make himself available for interrogation by the investigating officer as and when required. vi. The Petitioner/Accused No.17 shall not, directly or indirectly, make any inducement, threat or promise to any person acquainted with the facts of the case so as to dissuade him/her from disclosing such facts to the court or to any police officer.
