Prayer of his client is for respondent nos. 2 and 3 (the Police Commissioner and Collector/District Magistrate) to decide his representation dated 18th March and 2nd April, 2025. Mr. Raj Mohan Upadhyay, learned advocate Additional Chief Standing Counsel appears on behalf of State and submits, it's a private dispute. Petitioner will communicate certified copy of this order along with copies of his representations to respondent no. 3. Said respondent in considering the representations may require assistance from both petitioner and private respondents. On verification, in event said respondent finds substance in the representations, there should be action taken. Otherwise, petitioner informed reasons for no action taken.
