ORDER:
The present writ petition is filed declaring the action of the respondents particularly the 3rd respondent in passing cryptic rejection orders dated 26.08.2024 and also subsequent rejection
order on petitioner’s applications dated 17.08.2024 and 26.08.2024 as Rejecting within SLA for conversion of petitioner’s landed properties for an extent of Ac. 2.03 cents and Ac.2.00 cents respectively covered by R.Sy.No.483-5A2A and R.Sy.No. 483-5B2B situated in Nuzvid Revenue Village and Mandal in Eluru District (erstwhile Krishna District) from agricultural land to non-agricultural land under the provisions of the Andhra Pradesh Agricultural Land (Conversion for Non-Agricultural Purposes) Act, 2006 (for short, ‘the Act’) and Rules framed thereunder, as illegal and arbitrary.
2. Heard learned counsel for the petitioner and learned Assistant Government Pleader for Revenue appearing for the respondents.

Learned counsel for the petitioner has mainly contended that the initial application has been rejected beyond SLA and no reasoned order has been passed.
4. The 3rd respondent has filed a counter and along with the counter he has also placed the orders.

Learned counsel for the petitioner has submitted that the orders were passed behind back of the petitioner and no notice has been issued to the petitioner before passing such endorsement and in fact, as per Rule 6 of the Andhra Pradesh Agricultural Land (Conversion for Non-Agricultural Purposes) Rules, 2018, notice is mandatory. But, the respondents have not issued any such notice before passing such endorsement.
6. Considering the said submissions, this Court is not inclined to go into the merits of the case.

Accordingly, the Writ Petition is disposed of giving liberty to the petitioner to make a fresh application and as far as the payment of conversion charges is concerned, the authority may take into consideration the payment made on 16.08.2024 and pass appropriate orders by following the provisions of the Act and

Rules framed thereunder. The said exercise shall be completed within a period of two (2) months from the date of receipt of a copy of this order. There shall be no order as to costs. As a sequel, miscellaneous petitions pending, if any, shall stand closed. _______________________ JUSTICE D.RAMESH
