T KUMAR BABU The Court made the following: 7 VS,J C.CNO.6300 OF 2023 ORDER: This Contempt Case is filed for willful violation of the orders passed by this Court in W.P.No.13018 of 2015 on 16.11.2022, wherein this Court passed the following order: “In view of the instructions submitted by the learned Government Pleader for Revenue and in view of the interim orders passed by this Court on 29.04.2015, without going into the merits of the case, this Writ Petition is disposed of directing the respondent authorities to take steps for grant of permanent D-Form pattas to the petitioners in respect of the land comprised in Sy.No.367 (subsequently Sub-divided as Sy.No.370 to 405) of Somavarappadu Revenue Village, Tallur Mandal, Prakasam District, in pursuance of the report of the Tahsildar-4th respondent, dated 20.07.2022 and complete the said process within a period of two (02) months from the date of receipt of a copy of this order. There shall be no order as to costs.” 2. Initially, respondent No.5 has filed counter affidavit duly stating that in pursuance of the orders passed by this Court in W.P.No.13018 of 2025, the Government of Andhra Pradesh has reconstituted the District Level Assignment Review Committee under the Chairmanship of Hon’ble District In-charge Minister vide G.O.Ms.No.104 Revenue (Lands I), Department dated 27.03.2025. It is further stated that respondent No.5 has addressed a letter dated 05.04.2025 to the Joint Collector (Member Convener) to take necessary action in compliance with 8 VS,J C.CNO.6300 OF 2023 the orders passed by this Court as the Joint Collector is the Member Convener of the District Level Assignment Review Committee. 3. It is further stated that the Hon’ble Minister for Endowments and In-charge Minister for Prakasam District has given consent to conduct the District Level Assignment review Committee on 06.05.2025. But, the said meeting was postponed to 12.05.2025. Accordingly, necessary proposals for grant of assignment of land will be placed before the District Level Assignment Review Committee. Further, the Revenue Divisional Officer, Ongole and the Tahsildar, Tallur were instructed to submit the list of the eligible beneficiaries for placing before the District Level Assignment Review Committee within the timeline fixed by this Court. After thorough enquiry, the Tahsildar reported that 26 beneficiaries found eligible amongst 31 petitioners covered in the present contempt case as there are 5 beneficiaries found to be ineligible due to various reasons and requested to dismiss the contempt case. 4. Respondent No.5 has also filed additional counter affidavit duly stating that as per the approval of District Level Assignment 9 VS,J C.CNO.6300 OF 2023 Review Committee conducted on 07.11.2025, D-Form pattas to the 26 eligible beneficiaries in Sy.No.370-5 in Somavarappadu Village of Thallur Mandal were also distributed and the details of the individuals are mentioned as under:- Sl.NO. It is further submitted that as per the report of the 3rd respondent, the orders have strictly complied with by issuing D- Form pattas to the eligible 26 individuals out of 31 petitioners and remaining 5 individuals are ineligible due to various reasons. 6. In view of the same, the contempt case is closed however with a liberty to the 5 ineligible petitioners to challenge the action of the respondents in declaring them as ineligible, if so asdvised.
