This Writ Petition is filed under Article 226 of the Constitution of India by the Petitioners for the following relief: “..to issue a writ, order or direction more particularly one in the nature of WRIT OF MANDAMUS declaring the action of Respondents more particularly Respondent No. 4 in not considering petitioners Application under Form -VI (A) submitted along with representation dated 21.08.2025 for issuance of e - Pattadar Pass Book cum Title Deed for his Agricultural Land admeasuring Ac. 18.00 Cents comprising Ac. 6.00 Cents, Ac. 4.00 Cents, Ac. 3.00 Cents and Ac. 5.00 Cents covered by Sy. No. 191/2 of Pondugala Village, Mylavaram Mandal, NTR District, Erstwhile Krishna District, as illegal, irregular, irrational and amounts to non-discharge of legal obligation conferred on them under the provisions of Andhra Pradesh Rights in Land and Pattadar Passbooks Act, 1971 and rules framed there under and offends Articles 14, 21 and 300-Aof the Constitution of India and consequently direct the 4th Respondent to issue e-Pattadar Passbook-cum-Title Deed and mutate his name in ail online web land record of rights including Adangal/Pahanies, 1- B Report etc., in respect of petitioners above said land by considering said application/representation and pass….” 1. Heard the learned counsel for the petitioner and the learned Government Pleader for Revenue appearing for the respondents. 2. The Writ Petition is filed, aggrieved by the inaction of the respondents in not considering the petitioner’s application in Form-VI(A), submitted along with his representation dated 21.08.2025, seeking issuance of an e-Pattadar Passbook-cum-Title Deed for his agricultural land admeasuring Ac. 18.00 cents, comprising Ac. 6.00 cents, Ac. 4.00 ::3:: cents, Ac. 3.00 cents, and Ac. 5.00 cents, covered by Sy. No. 191/2 of Pondugala Village, Mylavaram Mandal, NTR District (erstwhile Krishna District). 3. The learned counsel for the petitioner submits that the petitioner is the absolute owner and possessor of the subject land admeasuring Ac. 18.00 cents, comprising Ac. 6.00 cents, Ac. 4.00 cents, Ac. 3.00 cents, and Ac. 5.00 cents, covered by Sy. No. 191/2 of Pondugala Village, Mylavaram Mandal, NTR District (erstwhile Krishna District), having acquired the same from his vendor through a registered sale deed. The petitioner has been in peaceful possession and enjoyment of the property. The petitioner was also issued Pattadar Passbooks and Title Deeds in respect of the said property. The petitioner made an application to the respondent authorities on 21.08.2025 seeking issuance of e- Pattadar Passbooks and Title Deeds under the provisions of the Andhra Pradesh Rights in Land and Pattadar Passbooks Act, 1971 and the Rules framed thereunder. Despite receipt of the petitioner’s F-Line application dated 21.08.2025, the respondent authorities have neither considered the application nor issued any proceedings till date. Hence, the present Writ Petition. 4. The learned Government Pleader for Revenue appearing for the respondents readily agreed to consider the F-Line application dated ::4:: 21.08.2025 submitted by the petitioner, if the same is pending with the authorities. 5. Having regard to the submissions made by the learned counsel for the petitioner and the learned Assistant Government Pleader for Revenue appearing for the respondents, and upon perusal of the material available on record, this Court is of the considered view that the present Writ Petition can be disposed of by directing the respondent authorities to consider the petitioner’s F-Line application/representation dated 21.08.2025, seeking issuance of e-Pattadar Passbooks and Title Deeds in respect of the subject property, and to pass appropriate orders in accordance with law, after providing an opportunity of hearing to the petitioner and other stakeholders, if any, within a period of two (02) months from the date of receipt of a copy of this order. 6. With the above direction, the writ petition is disposed of. No costs. As a sequel, interlocutory applications if any pending, shall stand closed. ________________________ JUSTICE D.
